POSITION – Resident Engineer, starting immediately.
LOCATION – Reporting to the Engineer of Construction for Ports, the position will be on-site at the New Jersey Marine Terminals.
SCOPE – Reporting to the Chief and Deputy Chief of Construction, and under the direct supervision of the Engineer of Construction (EOC), the Resident Engineer will be responsible for the day-to-day management of contractor activities at the New Jersey Marine Terminals. The Resident Engineer will act as the construction manager for Stage IV construction and oversee the schedule and budget in adherence to the contracted scope for all construction projects assigned to the facility under his/her supervision. Managing the day-to-day contractor activities will include coordination with Facility Operations, monitoring construction inspections, and performing contract administration procedures to assure that construction is completed within budget and the contractual schedule, and that construction is performed safely and in accordance with all approved documents.
Supervise a staff of Engineers, Inspectors, and Administrators who ensure the overall quality of the installed product. Monitor contractor adherence to plans, specifications and approved shop drawings; ensure construction methods are properly coordinated with Facility Operations and are performed safely; administer contracts within PA standards; investigate construction problems and determine the need for extra work. Represent the Engineer of Construction during their absence in facilitating office correspondence, including, but not limited to, contract changes, approving contractors’ work and verifying payment applications, reviewing daily narratives and special inspection reports, and other contract requirements as needed.
As the Stage IV Construction Manager, responsible for overall construction schedule and Stage IV staff and construction budget expenditures including approval of payments to contractors, the negotiation of change orders, and the settlement of potential contractor claims.
Report regularly on construction project status to the Engineer of Construction and Executive staff members, as requested.
Follow and enforce Construction Management Division’s administrative procedures and policies. Mentor and train staff to successfully achieve the Engineering Department’s business objectives.
REQUIREMENTS:
• Must have at least seven (7) years of Construction Management experience, including three (3) years’ experience as an Assistant Resident Engineer or equivalent experience.
• Experience managing a staff of Engineers and Construction professionals.
• Must possess a Bachelor’s degree in engineering or architecture from an accredited college or university.
• Must have a valid driver’s license.
• Must possess OSHA 30.
• Ability to obtain TWIC card.
• Excellent oral and written communication and presentation skills.
• Strong problem-solving and decision-making skills as evidenced from experience in managing and settling contractor disputes.
Desired:
• Knowledge and implementation of Construction Management strategies, processes, and procedures; especially in rail and tunnel work along with building construction, and electrical/electronic systems work.
• Registered Professional Engineer or registered Architect in New York or New Jersey and/or Certified Construction Manager certification (CCM) is desired.
• Experience monitoring actual expenditures and schedules against budgets and forecasts.
• Experience supervising and coordinating Port Authority construction projects at active facilities.
Pay Rate: $50.00-$75.00/Hourly Salary (This may vary depending upon years of experience and education.)
